A year before Propositions 94, 95, 96, and 97 appeared on the ballot, Pulliam was a lead consultant working with California political icons Willie Brown and Jim Brulte developing the overall strategy, messaging, grassroots coalition, and producing direct mail for the successful passage of the 2007-08 California Indian compacts. Pulliam identified early on that the key message to winning public support for the compacts was tapping into the state’s budget shortfall and linking new revenues to public safety and education.
